First word of advice is to quit using IE as your browser and use either Pale Moon, Firefox or Chrome.

Secondly, try the suggestions here.

I'm thinking you just need to reset IE advanced settings back to defaults.

Okay is IE not very good its very fast on my laptop

IE 9 is the latest version for vista. They will not go higher. IE is prone to malware infection and just all around too buggy. Much better browsers available. I would suggest using pale moon as Firefox and chrome look exactly alike.
