Is there any type of program that can download internet Games? I mean, after all, with most online games, you can put the internat brouser on "Work Offline" and still play the game while dicoonected from the internet. Is there a way to perminently save that option or maybe extract the file(s) to make it a free standing game?

I do see what you mean. Not that I want to illigally download games. What brought me to find a online game downloader or saver is a game that I had played a while ago and I really liked seemed to have been removed or deleated form the Internet. I contacted them to see if they have an archive of it. I still have not got a reponse. As far as the status of copyright, freeware, etc. I can't be sure of anymore because the game had been deleated.
 
I think if he wants it for his own usage(playing) and it was provided free, there are no infringements. However, if he a)distributes it, b)decompiles it, or c) breaks anything in an established agreement that may or may not exist(eg. Terms of Service, etc.) it's copyright infringement.

I cannot tell you about downloaders because they are a gray area and can be used to take things from sites that hold copyright material. All I am gonna say is that these downloaders do exist and that you need to use Google.
 
what kind of games are you looking for?
gametap has free games. account is free, but they change the selection don't know how often, but i can't seem to finish any games on it.
