If you are on the same residential gateway the host usually has a network monitor that shows the systems active by the assigned user name. That doesn't specify if another system has IE or another browser open however. It simply lets you know if the one or more on powered up or not. Some doo have a bandwidth monitor for viewing current internet activity.
