Internet response time (w/cable modem)

Lately I have been experiencing slow download times despite the fact that I have a cable modem. Some pages (even basic ones like ESPN) can take 30 seconds or longer to load. My desktop is a Dell 2350 with a Pentium 4 at 2 GHz, 128MB DDR SDRAM at 266MHz. (Purchased in 2003) Operating system is Windows XP.
My question is what can I do (if anything) to speed up response time? I have also noticed that my response time in Excel is slow at times as well. (Obviously not internet related)

The problem may be your internet, but i would blame it on your RAM. You need at least 512MB to function nowadays. That will speed everything up. Otherwise, make sure you are not using your internet at the same time as everyone in your neighborhood.
 
How full is your harddrive? IF you know how, degragment it using the System Tools in XP. IF you've never done that it will definetly help, and delete and unused/unnecessary stuff on your harddrive if you can. That's probably the #1 problem I see with an average user's computer, it's just full to the brim and completely fragmented.

And as Burgerbob said, more RAM will help alot. 128MB is pretty much bare minimum for XP I think.
