Internet Slow

Hey Guys,

Just recently built myself a computer. I noticed that youtube videos were loading slowly so I checked my download speeds. I am supposed to have 20 down but I only have 10. My brothers laptop had 20 down. What could be slowing mine down? I am connected with a USB dongle to Wifi.

Yes he is however he shouldnt slow me down as we have fibre-optic cable, and didnt have the problem before I upgraded to my new computer.
