Internet Speed Slow

One of my friend said that his internet speed is lower then it supposed to be. He has ran spysweeper, Ad-awader, and scan for virus through AVg and Norton. And came up only with cookies. And its still slow. My question is why is this happening. Could it be the memory or CPU. If there is a problem, what is the solution?

The following is the friends specs.
P3 800mhz
256 Ram
40 Gb
He has a DSL connection.
 
well some ISP's share their internet connection through several households say a 5mb line through 3 houses giving 1.5mb/s each, but if that line is in big demand (all the houses are using it) you may find that the bandwidth is not at full spec.

also that CPU is a bit old, it probably isnt the problem though
 
Check the phone line for any problems.
Check to make sure it is away from anything that would make noise on the line

What kind of internet is it? Cable, dsl, dail up? If you have cable or dsl your computer may not be configured corectly, the settings that will effect your speed the most are your TCP recieve window and MTU settings, For DSL your MTU should be 1492 and for CABLE it should be 1500 and your TCP recieve window should be 256960! Download this program and it will set them for you!

My friend has an old 366mhz processor, and slow dial up internet. I told him that a faster computer would speed up slow internet. Am I correct? Of course, I also tod him to buy a faster computer. Can you guys give me some advice?

it will, but not much. dial up is still the slowing factor, and pages still may take like a minute to load.

i have older CPU's than that, they run fine. i have a 667MHZ Dell, and it's a great internet surfer on DSL.

EDIT: he could be far from the DSL place 2.
