Good morning,

I have two options for internet. I can either tether through a smartphone or get internet through Charter. I don't think tethering would be powerful/fast enough for streaming music, video, or downloading an update to a game. The tethering would be through an AT&T smartphone. What are your thoughts? Any help would be appreciated.
 
If you have LTE with AT&T, you could definitely get usable internet over mobile data. I'd say a good average ping would be 35-75ms, with average download speeds of around 15-50Mbps. The biggest issue, is that with AT&T, unless you have an old grandfathered plan, is charged per GB. If you use it for home internet, you will end up paying a LOT more than you would through Charter. Charter would also provide a more reliable connection, lower pings, and if you pay for it, faster speeds.
 
For the uses you had in mind I'd go Charter. Pretty much for the reasons that Geoff outlined since you get an exponentially higher data allowance.

You'd also have a bit more consistent of a gaming experience not relying on cellular data.
 
Yes, I was grandfathered in. I was just wondering if it made more sense just to pay for that smartphone or to downgrade my phone to a non smartphone and also get charter internet.

Why would you downgrade your phone to a non smartphone? That has nothing to do with home internet.

And the grandfathered unlimited data plan on AT&T still allows them to throttle you if you are on a congested tower, so more than likely you will see very slow speeds after you use 5GB+.

You could tether your phone and use that for internet, I've done it myself and I can game quite well over LTE. One of the issues is you need at least moderate signal and it needs to be LTE. Often times in college dorms or apartments, the signal is weak indoors and/or there are a lot of users, so the speed is low and latency is high. I'd give that a shot first before getting rid of your excellent unlimited data plan.
