Intrested in a new computer for Gaming

Hi Im intrested in buying a new computer i need to keep it low im on a strict buget of 700-850 i play alot of steam games TES:Oblivion i also will be playing sc2 and D3 when they come out and i need something that will last im openminded to building my own (i know its a popular concept on this forum) BUT my dad might not let me even try he over exxagerates everything about electronics so belive me i would if i could im intrested in playing high settings with very low lag i know for SURE my current computer is reaching the point of being completly obsolete in gaming i can barely play oblivion in Oldblivion and WoW is always low settings with still lag so any ideas?

im kinda in the 700$ range 600-700 (Would a Athelon replace the phenom without much of a reduce in gameplay?)im planning on buying from newegg i need a cool case i can brag about that isnt to much
