The Geovision web page you directed me to was essentially for remote view over the Internet which is why I initially asked about the DNS business. I obtained a copy of the pdf manual for the D-Link WBR 1310 router. There are variants but the instructions should be similar.
Is the Camera PC actively connected to the router/LAN?
All your PCs are currently in the same Workgroup (eg Home, Office etc)?
I'm not sure the best method to check. I use My Network Places / Entire Network / Microsoft Windows Network / network name / when expanded will show all connected PCs by name
Setting up the port forwarding (page 28 of pdf):
Open browser (laptop or Camera PC), enter 192.168.0.1 in the Address Bar.
A dialog will appear requesting username and password.
If you have not set up a password, do not enter one, click OK.
If Rogers put a password in, then you have to know it to continue.
(If you have not set up a new password, your network is vulnerable. That will have to be another issue)
The router setup will appear:
Advanced / Port Forwarding
Check first box
Name can be anything, say, Remote Viewer
For the IP address, go to Camera PC, Start / Run / cmd / ipconfig
Note down the IP address which will start 192. etc
Enter the above IP address in the Port Forwarding dialog "IP Address"
Start 3550 End 3550
Select TCP
Save Settings
Check that Rogers have set the LAN for DHCP (page 27 of the pdf):
The DHCP Server gives each computer its local IP address (192.168.0.xxx) when they connect. The Internet IP address is only fetched from your ISP by the router, not by the PCs.

Look to see if "Enable DHCP Server" is checked. Hopefully it is; do nothing if not checked but report back.
If you are only accessing locally you should be able to skip the DNS stuff on the "Geovision Remote View System Setup" (
link that you posted). I assume you have at least done the "Geovision Remote View Server Setup" and have noted the Login ID and Password.
The "Geovision MultiCam Remote View Client Setup" section is where you got stuck at 8. Go through the steps up to 8. on your laptop. For step 8. enter the IP address for the Camera PC you found above. Enter the Login ID and password from the previous paragraph.
Click Login button. With luck you may get a connection. There could be other issues!
