Irql Driver Less Than Or Equal To Error

I built this computer about 25 days ago and since than I have gotten the error stated in the title of the thread quite some amount of times now. It happens when I try and unminimize a game and it also happens when running PC performance tests.

At the time when this started I had a Sapphire Radeon 9600 with the stock heatsink. I was told my video card could be overheating so I installed a cooler from arctic cooling. The problem continued so As I was hoping to upgrade video cards anyway I did, I purchased a 6800LE and still get the same error.

At this point and time I believe it could be my memory. I am personally mad at GeIL because of the fact that support is offered through eMail and forum boards ONLY! I ran memtest86 for 8 hours and no errors showed up. I am led to believe its the memory.

Your thoughts?

Gigabyte GA-K8NS Ultra-939
AMD Athlon 64 3000+ @ 1.8GHz stock cooling
Samsung SATA 150 80GB HD
2X512 PC3200 GeIL RAM in dual channel
Leadtek 6800LE
Thermaltake silent purepower 420W PSU

Chill dude, people dont live on this forum ya know. Anyway, a little bit of searching on your part would have revealed that this error message relates to a conflict in IRQ numbers of hardware peripherals.

Go to START, RUN and type msinfo32. When the little box has finished loading click on the HARDWARE RESOURCES entry on the left hand side. Then click on IRQ's. Take a look down the list and see if 2 or more devices are using the same IRQ. Post a screenshot of it if ya like.
 
Yeah sorry about that, this problem has been makin me mad ever since I purchased a new video card and it turns out it wasn't the problem. Didn't mean to take it out on you guys.

Here is the screenshot, 3 are using IRQ 22 and 2 are using 21. Anything I can do about this without buying or RMAing hardware? And will this fix it? Also I noticed the Blue screen happens EVERYTIME I open PC PERFORMANCE TEST. If that helps.

Actually I have been going to forums and searching google for the error message alot and awesome every situation dealt with it being the RAM or the Video card. I went to GeIL who makes my RAM I went to their forums and they told me to run memtest86 15 times in a row and that if there were no errors it was not defective. I ran it 18 times around and had gotten NO ERRORS.

So at that point I was convinced it was the video card. Buying this new Leadtek 6800LE made me realize it wasn't but that wasn't too bad because I planned on upgrading from my radeon 9600 anyway.
 
Ok, well, im not completely sure how to change IRQ values but i know its in the BIOS somewhere, you'll have to wait for someone more knowledgeable than me to help you out there. Sorry.
 
Hmmm

Just a thought... have you tried reinstalling the entire OS? I had the same problemo with my old PC and that fixed it. Never saw that again.
