Well I have a Toshiba laptop with a integrated graphics card which is an Mobile Intel(R) 4 Series Express Chipset Family is it compatible with the Sims 2 Double Deluxe and will it run smooth and properly ?
Specs :
- Video RAM 32 required, I have 1.3GB
- I have 3D
- I have Hardware T&L

Well, first of, I highly doubt that your laptop has 1.3GB of video RAM xD You probably have 1.3GB of RAM, but not video RAM, there is a difference. From what I found, you have 64MB video RAM. Sims 2 is pretty old, so I don't see why it would not work ;)
