is computer reading hard drive?

I am building an old computer and have hooked up the hard drive through USB. Its an IDE drive. The computer is stating that there isn't an operating system. Does this mean that the computer is reading the hard drive?
 
Without an operating system running the bios may not be even seeing the drive there. Plus most systems won't even boot from a usb port unless it's a flash drive being used there. The common use of usb adapters or usb type drives is for storage while the internal drives are used for OSs.
 
To boot through a USB you have to set it up in the BIOS, and most old computer wouldn't be USB bootable. Why can't you just hoot it up normally?
