Is it dead?

A few weeks ago my hard drived crashed, giving me an error at startup saying some windows files were corrupt. I recently gave the hard drive to my uncle, so he could format the drive for me. I got it back, set it up, but now when I try to start up, I get this error:

"A problem has been detected and Windows has been shut down to prevent damage to you computer.

If this is the first time you've seen this Stop error screen, restart your computer. If this screen appears again, follow these steps:

Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers. Check your hard drive to make sure it is properly configured and terminated. Run CHKDSK /F to check for hard drive corruption, and then restart your computer.

And to top all my problems off, for some reason my PS/2 input, where I plug in my keyboard, has somehow broken. So, I have no way of using a keyboard.

Is there any way to fix this? I was thinking of getting a new mother board, but I don't know if that would help. Should I just think about buying a whole new computer?
 
Was there a storm that went through at the same time? Definitely looks like the drive has crapped out, and probably the PS/2 port went with it...
