How can I tell if me lagging is my internet connection or the hosts?

Well, if youre frame rate is low, your settings are too high. Your computer is causing the choppiness.
If your ping is high, the server is responding slow for some reason (either youre too far away or the server isnt good (for you) )

But see the thing is im on a ps3. So i wouldn't think it's me. but maybe it is my internet connection.

Correct.
It would either be your internet connection or the hosts internet connection. Try running a speed test as cohen recomended.
The easiest solution would be to just find another server. Theres plenty of them
If you are lagging on most servers, theres a good chance its your connection.
Not sure if you can do this on PS3 but sort the server list by lowest ping then join servers that you have a low ping on.

Nope there's no server list or anything on a ps3. It just sends you into a game it chooses when you choose a game type. I'll try the test, thanks.

Yeah. The main router is in my room and there's another reciever in another room on the other side of the house. Not too far but i dunno.

Then thats why! Is the other pc or you downloading anything? You might wanna look at changing ISP's or upgrading your connection. How much do you pay now?

Nah the other computer isn't used too much, and it's nothing major when it is. And it's all my parent's stuff so they arent gonna change our ISP so I can game better =P Oh well, I'll live. thanks everyone
