iam using p4 1.7, 256*3 sdram, 300watt psu. i havent overclocked it yet.

it is 52 C when i am surfing on the net, when i play cs it is up to 64 C.
why the temperature too high? is it normal?

Sounds quite high to me. The maximum stated working temperature for that CPU is 76C. Might be a crap heatsink/fan. Have you just noticed an increase or has it always been that high?

If it is a Northwood, 52 C must be the highest temp...
How do you figure? :) Take for instance the NorthwoodA 2.4Ghz which had a max core temp of 70ºC

As for why ... if its a 180nm Willamette that could be a reason ... that chip is rated out with a killtemp of 76ºC

I think I didn´t explain myself...
What I was tying to tell you is that by experience,
we must control the temperature of this processor
to not get up more than this, something like an ideal
to me...

Naturally, i was however contesting the use of the word "highest" and noted that the chip is indeed rated to go much higher (naturally the user should be concerned/alarmed)
