Yes it's possible. The easiest way is to get a barebones kit, which includes the chassis, motherboard, keyboard, video card, and a few other things. Then you pick out your own CPU, hard drive, memory, ect. The truth is, you don't save much if any money since alot of companies such as Dell offer great discounts which offset the savings.
 
Laptops are also much more difficult to build than a PC (its so much smaller). So if you don't mind putting in the extra time to try to fit your hands into a small laptop then go for it. Personally my hands are big so I wouldn't try to do that, I'd have difficulties with the processor, ram, whatnot. Id rather just purchase a laptop, but build a PC any day.
