that a REALLY crappy monitor (crt in my case) could make a game look like it's framey/not running smoothly? sometimes i question this because from my system i wouldn't expect this problem in bf2/bf2:special forces with everything on high and the nvidia settings set to high quality, 4xaa, and 8xaf...

maybe i'm wrong though..
 
The only setting on the monitor which could possible affect the framerate is the refresh rate. Usually, this can't be set below 60Hz, and you'd notice a flicker if this was causing the problem.

Somehow I doubt this is it, are your drivers up to date?
Perhaps try disabling v-synch (if it's enabled) and see if that makes a difference.
