Is it PSU?

Hi

It all started about 3 weeks ago, when my computer crashed with blue screen and after pressing restart button - computer shut down and didn't restart. Computer just didn't start, after waiting 30 minutes to 1 hour I tried to start the computer and it started. During this 3 weeks I had this thing like 6-8 times and intervals were going longer and longer. Today I have had no luck starting computer.

PSU is making wierd whisteling noise, after pluging out psu wire this noise continues for 30 seconds and the quits.
I have heard that if psu fan don't start there's something wrong with it. Is it true?
How sure I can be that psu is broken?

Try borrowing a psu first before buying one and I bet it will start right up providing no damage was done.
 
Sounds like it could be having a Coil/Choke going out. Try unplugging it and hit the power button a few times to discharge it. Then see if its still doing it. If so and its under warranty, RMA it or get another supply.
