is more and faster RAM worth the expense

I decided to build a new PC to replace my aging system and figured that as long as I'm making the effort, I might as well build the fastest PC I could afford.
The system consists of:
Gigabyte 990FX UD7 MB,
Radeon HD6790/1GB/256bit Graphics card,
975watt PS,
180GB Intel 520 SSD (boot drive WIN7 64-bit),
180GB Intel 320 SSD for playback of mkv movie files
2 Hitachi 7K3000 2TB 7200rpm 64mg SATA III cache Data Drives (1 for data, 1 for Backup images)

I have 16GB (4x4GB) Patriot 1333 CL9 RAM sticks from my old computer
and my question is...would I (not a gamer) notice any difference
if I put in 32GB (4x8GB) of 1600 CL9 instead of the 16GB from the old PC?

I do a little bit of video editing and ripping Blu Rays to mkv and I
often have 3 or 4 browser instances open with as many as 40 tabs open.
I also maintain a 3 million entry database that is frequently updated.

There won't be too much of a difference I wouldn't think. You might notice that the 1600 loads stuff slightly faster but that's all. If you do decide to upgrade your RAM though, take a look at this. It's very good :).

Also, don't go for that Hitachi HDD. Go for either a Western Digital or Seagate one :).
 
You're doing better than me, mate. But from what I've heard, you can keep adding RAM, but it will get to a stage where it doesn't make a lot of different, but you may be able to run more at the same time.
