Is the voltage too low?

Recently I built a new system for a buddy. When I tried to install windows xp home, it would load all the installation files and then cut to an error screen right before it started setup. The local pc shop tested all the other parts in the system, and say it's probably a defective motherboard.
However I noticed in the BIOS that the RAM voltage was set to 1.9, when the site I bought it from states it should run at 2.0-2.1v. Could this be causing the xp error screen, and is there any danger in switching the voltage in the BIOS from the default 1.9v up to the recommended 2.0-2.1v?
Just wanted to check this out before I send the mobo off under warranty.

System specs:

It wouldn't hurt to try, though I doubt that is your problem, as it would just mean that your RAM is running slow, not not functioning at all. Bump it up and see if it works out. Also, and what probably is the real problem, is that your BIOS may not support that CPU, so you will have to update your BIOS for it to recognize the CPU. It happened when I built my friend a quad core comp. We had to update the BIOS for it to recognize it. If neither of those things work, reset the bios (pullout the little battery) and send the board in under warrenty.
 
Tried upping the voltage, which had absolutely no effect, as you predicted, heh. The PC store already updated the BIOS so I guess that can't be it, oh well, thanks for the answer.
