Mine is having an issue whereas when I click on something, it won't do anything the first time and I'll have to click on it several times to get it to take...also clicking on any pull-down menus will take several clicks also...I suspect it's a browser problem...with older versions of IE I had a Fix It that took care of similar issues...

I highly recommend getting off of Internet Explorer. It's probably a malware infection or browser addon causing it.

That's what the bookmarks toolbar is for

Close IE, go to Control Panel, click Internet Options, go to Advanced tab, and click Reset.

Chrome and/or firefox is your fix, as others have said. IE is bug and virus-prone, even Windows Edge is better.
