Is there a software to add shorcut keys?

Hey, i was just wondering if there is a software that could add shortcut keys on windows, like for example: I don't want to click on the internet connection on the desktop to connect to the web, i want to press Alt + C.

Go to start> programs> Right click on the IE icon and go to properties you will see 4 text boxes, in the one that says shortcut, click in it, It will automatically add CTRL + ALT + ... then you can add a letter or number... you can do that with all programs I believe.
