Is there a way i can watch tv using my graphics card?

When i mean 'tv' i mean using a indoor/outdoor tv aerial. The that you plug into the back of a tv. Would i need an attactment or piece of equitment to do so?
My graphics card which is a gf ti 4200 has a socket at the back.... i figured that with that there there might be a way that i can watch tv....

If not, there there any other way i can watch terrestrial television that you watch from a tv using a standerd aerial?

Yes, but there are cheaper cards too. Like this one: http://www.shopping.com/xPF-KWorld_Kworld_XPert_TV_PVR_883_TV_Tuner which can capture video in MPEG 1, 2, or even 4 format.
