Is there any way to block downloads?

That's one sure fire way to keep anyone from being able to download anything as well as keeping them offline. Another simple trick is to simply remove the ISP connection altogether. Removing a modem for dialup or dsl would be the hardware solution that way.
 
I was using zonealarm(mobile code control)to block trojans, trojan downloaders, viruses, adwares, spywares.
Do you think it can do the trick?
 
Using ZoneAlarm you were able to block the crap from getting on the system in the first place from unintentional not deliberate downloads by choice. That simply filtered things out by recognising the coding seen in those types of bugs. The only place seen where downloads are blocked totally is in a place like the public library where there are restrictions placed through the adminstrative process.

An IT professional generally maintains a public place where it will most likely be a server type OS and not any home use version of Windows. You wouldn't generally run that type for playing pc games or for home use without a home network involved to see those protocols put into effect. Like mentioned before the one sure fire way to 100% block all downloads is simply to pull the ISP plug so to speak. If they can't get online nothing can be downloaded.
 
Your option there to allow for online browsing and denying installation of whatever downloaded is like mentioned before of creating an exclusive admin account and locking out the ability for their user account to add new programs along with a good firewall inplace. For downloading crud onto the drive? You know the answer there unfortunately.
