Is this a decent build?

Had someone on another forum build this for me and was wondering if it was a good build to game on medium to high settings on games like Fallout 4, Gta, etc. Also I was wondering if this computer could run a minecraft server and the game at the same time. Thanks in advance.

An FM2+ build really isn't meant for gaming. The APU will be bottlenecking the video card. Hopefully the other forum just suggested this and not actually built it for you. What kind of budget do you have?

Price range is 450-600 probably around the 500-600 end.

I just realized the 860K isn't an APU. It may be ok. If you could save up some more money it would be better. Also would be a good idea to get a 250gb SSD as you'll fill up the 120gb pretty quick.

SSD because that 120GB is very small http://pcpartpicker.com/part/crucial-internal-hard-drive-ct250bx100ssd1
OS because retail is much more future proof and price difference is very small http://pcpartpicker.com/part/microsoft-os-kw900016

That system probably can run light minecraft server and game same time. I recommend to restrict server on single core and leave other three for system+game.

860K is the same as the 7850K just with a disabled/defective/unusable iGPU.

Somewhere around FX 4300 performance would be expected.
Just get an i3 Socket 1151 CPU and an 1151 board and then you have to option to upgrade to a 6600K or a 6700K later.

Waste of money. Intel processor prices drop very little if not at all. So following scenarios:

i3+upgrade to i7: total cost is very close to i3 price today + i5/i7 price today.

i5/i7 right away: total cost is i5/i7 price today.

So it's pointless to buy i3 and upgrade it, better to buy i5/i7 right away.

True, but an i3 is better than an Athlon surely and you at least have upgrade options. Buy FM2+ and you're stuck with CPUs like the Athlon and you will need to replace your motherboard and RAM from DDR3 to DDR4 if you want something considerably faster (I'm talking about the upcoming AM4 platform). Buy 1151 and you can at least consider upgrading in the future if you wish. I'm pretty sure the i3 is better than the Athlon anyway.

If he's not bothered about upgrading I'd just go with the i3 from the get-go personally.

Running server and playing same time with dual core CPU? Quad core is much better for that as it's easy to assign one core just for server. With i3 same thing would mean that GTA V will run on single core and HT.

Edit: and for that upgrade thing, i3 is so expensive that for that price op can easilly get new motherboard and memory if wanting to upgrade.

Going on the assumption by @beers that the 860K is basically the same as the 7850K, the i3 absolutely smokes it: http://www.anandtech.com/bench/product/1200?vs=1197 and that's not even a latest generation Skylake i3, that's an older Haswell one.

Ignore the processor graphics benchmarks since apparently the 860K has a disabled iGPU, whereas the 7850K was a fully-fledged APU.

The i3 is faster.

i3 cost is about 120 dollars, 860K costs 75. Also 860K can be overclocked.

Remember also that those benchmarks are made with no background tasks running, not even internet connection is used. In this scenario there are background tasks with internet connection and even server running background. So benchmarks are totally useless in this scenario.
