Is This A Good Card???

It's not DX10, no.

The 7600gt is a pretty good card.. I should know, I own one. It will barely be an upgrade over a 6800 though...
 
Even a geforce TNT works with Vista, but it will be very laggy, one of my friends have Vista running on one. :D Feel so sorry for her.
 
some one please tell me if this one if better and if so why is it so much cheaper than the other card I was looking at .... the 7950.

You are comparing 7600GT to 7950GT !!!

Of course 7950GT performs much better, even if it has slower clock speed, because clock speed is not everything. 7950GT has twice the pipelines and has 256-bit memory interface ...
 
Yeah, clock speed is very misleading, for clock speed to be a reliable measure of performance, you would need to hold all the other factors like pipelines, memory interface and the such constant. In fact higher clock speeds means more heat and you don't want more heat generated.

Higher clock speed doesn't mean more heat. Higher Voltage means more heat. A higher Clock speed will cause very little to no heat increase, But a volt increase will.
