Wanted to know if this rig could run most games at max settings. And what should I change?

you could save ~100 and get an i5 2500k and get the exact same performance in game, nothing does or will truly benefit from the i7's extra threads for the next few years. you want a 7200rpm hdd for faster load times on games, programs, and the os itself, which i would also suggest getting an ssd if you can, load times will be a lot faster. and lastly you might want to get a cpu cooler if that is overclocked, and where are you buying this from? if you built this yourself you could save a good chunk on everything really.

I'm buying from Cyber Power. I don't mind putting in the buck for the bang. Is this a good cooling fan? (All Venom OC Certified) Asetek 510LC Liquid Cooling System 120MM Radiator & Fan (Enhanced Cooling Performance + Extreme Silent at 20dBA)

never heard of that, for 15 more i'd say go for the corsair h60, those are pretty good and on newegg cost 60 something. also i think normally ibuypower seems to be a little cheaper, but really both have decent prices.
