IMO i dont think that dell even make a power supply that meet the specs for a decent graphics card.
According to the dell forum (shudder) there are a lot of peeps who run 6800gt's off dell 300w psu's.

Well that 305W has dual 18A 12v rails although the max combined aperage draw is 19A for 15 seconds (haha). The website doesn't have much, try calling them. Here's the pinout of the P1 http://support.dell.com/support/edocs/systems/dim4700/sm/techov.htm?c=us&l=en&cs=&s=gen (its about 1/2 way down) all else fails you may have to make one.

Don't worry about how to make a PSU because you don't have to make one, just the 24-pin power connector.
