Is this a PSU problem

I recently recieved the last of the parts needed to build a new computer (first time building from scratch.) Everything assembled easily enough, and I was happy when I fired it up and was able to get into the bios without any problems. I subsequently had the computer running for probably an hour and a half while the hard drive was formatting for windows installation. After the format was completed and the computer restarted, the computer has not stayed on for more than 1 minute before turning off. The weird thing is that when the computer turns off, the PSU is making very faint clicking sounds, and the fans twitch and spin on and off indefinately. It isn't until I unplug the computer entirely that the twitching fans stop.

I really don't know what else could be causing the problem. Is there anyway that a bad motherboard, processor, ram, hard drive, etc. could be sucking power from the PSU when the computer is off? What tests can I do to troubleshoot? Thanks in advance for the help. I was really excited to build a better computer for a cheaper price, but now I am starting to regret the decision.
