Yes it is.

It's nice to have though when and if you suddenly get a major fps drop.

Yes but now imaging if 24FPS where the highest you where able to get... Shudder. When there becomes allot of action on a screen you'd be fubared. Now if you mean 24 FPS is the most you need at the lowest then sure. Although I would notice 24FPS and I don't think I would care for it.
