Im just not sure what the "BOX CPU LGA 775" means. If i do purchase this PC, will it be fast and how much ram does it come with?

The link you included unfortunately is not a PC it's a CPU (Central Processing Unit) only.

So that means it doesn't not come with anything else such as graphics card, RAM, motherboard.

Even if you want to buy a CPU, that one is a bit high for a Ebay product. I would have gone for a E8400 or a Q6600 from a store nearby.
