I have a 450 watt power supply. Is this enough to run this video card?

I have the x800GTO, and i was using a stock 400Watt PSU (also used a stock 500Watt PSU), both has 18Amps on the +12V Rail, and i constantly got blue screens and overclocking was very limited.
