Not really true, if you have super low watts yourPC wont even boot, if you have supr low amps your PC will ussaly boot...just...well we'll leav iut at it wont be fun lol. They are both important, just you can find high wattage PSU's eaier as they have high wats to trick people into thicking thats what's matter and its good.
 
i think it will be fine, that doesnt look like the most demanding video card out nowadays, your psu should be fine, if not youll find out wont you and then u can upgrade and psus arent that expensive, so i say dont worry about it until your card arrives then work it in slow to see if it is stressing the psu and makin it unstable

I have the x800GTO, and i was using a stock 400Watt PSU (also used a stock 500Watt PSU), both has 18Amps on the +12V Rail, and i constantly got blue screens and overclocking was very limited. Then later i got a 520Watt 36A PSU (with 2x +12V Rails), and have had no problems at all.
