That article is true, Comcast is limiting what users can do on their connections, which include what was mentioned in that article.

I used to be on a deal that specified: If traffic is particularly slow, the top %10 of traffic users will have their bandwidth capped.

then once u get addicted to it
they put the newer customers priority over you
so you get it slower
but they already have u hoooked
so they dont care

Guys lets put this to rest. Comcast employee here as you know. NO THIS IS NOT TRUE! One why would we put a toolbar out to track your favorite pornographic websites? 2 yes we monitor your bandwidth and if you take to much we email you and askyou stop after a 2nd email on the 3rd try we can and will cap you for a few days but only on a temporary basis. Just know this is not true and totally fabricated crap!
 
God I hate comcast with a passion, price gouging crappy service. I am glad they are not in my area of Kansas City, they are only in the suburbs of KC.
