is this good for a budget price?

It is only the motherboard itself, no processor (cpu) included. It does have onboard graphics however.

I wouldn't call that mobo a budget board, more of a midrange one. You could most likely find a reliable budget motherboard for around $60-$75 usd. If you need a socket 939 motherboard, you might want to take a look at the MSI K8NGM2-L, it retails for around $60, has good onboard video, and is supposed to be reliable. Halfway decent overclocking features on it as well. I am sure you could find others that would fit for you though. Not sure on skt 754.

Edit - No longer sure what class that mobo would be considered in, as that is an Australian site right?

since the motherboard doesnt come with a processor, im wondering what else would i need to get if i do buy the motherboard.
 
I've never used either that board or the MSI one, but my favourite for that kind of application is the Asus A8N-VM CSM, although it is slightly more expensive.

Which board are you looking for a processor for (S754 or S939)? (I'd highly recommend a S939 based system if you can afford it).

CPU, RAM, HDDs, Optical drives, case & PSU, monitor, keyboard, mouse, etc...
