Laptop Specs:

-Toshiba Satellite A215-S4767
-AMD Turion™ 64 X2 Dual Core Mobile Technology Gold Edition TL64
-AMD M690V
-2048 GB RAM
-250 GB Hard Drive

-Software In Question: Adobe CS4 (Photoshop, Flash, Premiere, After Effects, Encore), Sonar 8 Producer

On the specs that I have on this laptop, Can this do decent high performance video and audio editing? Can I do good video and audio editing with the laptop I have right now, should I upgrade some parts (which parts?), should i just get a brand new laptop (what kind, how much am I looking at?), what is your opinion on this? Desktop computers are not an option, because I travel around a lot, and need a laptop to do all my work on for my clients. What should I do?

I am looking to do high end audio/video editing, motion graphics, effects, etc.

Please be as detailed as you can. Let me know if you have any other questions, or need any other information. Thank you.

You'll need at least 2 times more RAM and a very good video card. Audio and video editing takes a lot of computer's resources!
 
Of course since it's Video/Audio Editing you should have got a Mac Book Pro but I don't want to have cupcakes hit at me so.... Anyhow your computer has the ATI Radeon X1200 Graphics. I would think CS4 requires a lot of resources since it's 3D now and all that so you would want to upgrade the ram on it to about 4GB. The video card can't be upgraded though. Pretty much look at the Asus as they have cheap high end machines and I saw Sir Travis D link at a 1,100$ I remember.
 
That computer would most likely struggle doing video editing. First of all that CPU isn't fast enough and second of all the video card isn't powerful enough either. As for ram, it's easy to upgrade that to 4 gigs.
