It's saying "Shutting Down "

I cannot log on to My Laptop.When I click on the picture to go to sign in, I get a blue screen and in the middle it says Shutting Down, that's it.I have Windows 8.1, please help, thank you

See if you can boot into safe mode and log in ok. Follow this guide.

If so, I would imagine you have some sort of malware issue.

His profile may be corrupted. If he can boot in safe mode and log in it will be a good time to create another profile.
