Just a quick question about CS:S.

I play CS:S tons and was thinking of making (another...) dedicated server. This time I want to host it on another computer then the main one my steam account is on. Do I have to purchase CS:S again/make a new account to run HLDS on the separate computer? So I can play on my server with my main computer?

Well I believe you need to be logged in to make a dedicated server, Correct? So if thats the case you will need another copy of CS:S.

No you can download the CS:S dedicated server w/o paying you just need a new account
