Keep Computer Quiet with Cooler?

My fan is getting quite loud and I was thinking of getting a liquid cooler. Do you think something like this would keep the computer completely quiet?

Yes you could get that or you could just replace your cpu cooling fan with a quiet one,thats what i did, i got a new large heatsink with quiet fan mounted on it.
