Keeps rebooting at boot menu

This is what happened: I accidentally pressed the power off button on the surge protector with my foot while working on the computer.

Now when I try to boot the computer it goes to the boot menu where I can choose Safe Mode, Safe Mode with Networking, or Start Windows Normally. I have tried all three options but when I pick any of them it just reboots the computer and goes back to the same place.

What is wrong? How do I get passed that menu?

Have you tried Last Known Good Configuration from that menu, or is it only giving you the three options you mentioned in your original post?
