Keyboard character problem.

I have a Sony Vaio laptop, which has been exhibiting a strange problem since a recent formatting/restoration. The issue may seem small, to some, but bothersome to me. Following, is what's going on:

Now, whenever I wish to grab the '@' character I must hit a different button. Normally, I would depress the SHIFT the button and hit the number '2' button to get the '@' character. But it, instead, gives me the quotation (") character. In order to get what I want I have to hit SHIFT+" to pull up the '@' character.

I don't know what is causative of this, but wish that it could be ironed out.

Ah, that explains it, then. I was gifted with this laptop from a very good friend of mine, who resides in the Netherlands. He visited here, last summer, and brought it with him. Everything was fine with it until just recently, which is when I had to undergo a formatting/restoration procedure. I can only assume that he had set it up for my usage here, in the States, and that this is why everything was proper. Now, however, not only am I experiencing that character difference, but the time is set to the 24hr format, with no manner (that I have been able to see) for me to switch it. As far as the language is concerned, I will have to find out how to go about changing that. But it will all have to wait, because yet ANOTHER problem surfaced. The charging block died, and it will be a minute before I am in the position to get another. But I thank you, so much, for taking the time to respond.
