keyboard/mouse problem?

This is my first time posting here hope it goes well, umm well i just bought a new computer i had my neighbor hook everything up for me since i never did it before. when he finished he left without testing it, i hooked the monitor mouse/keyboard etc etc up. but now when i hit the power button it will start up and everything only one problem. my keyboard/mouse doesn't receive power thus not allowing me to install an OS or do anything else. any ideas? has this happened to anyone here too? thanks in advance.
 
mmm alright got a mouse and keyboard from my friend. hooked it up now i dont get a bios menu it just sits on a black screen? any help? i know it could be many problems but.

You didnt plug in the PS/2 keyboard and mouse while the computer was running did you? The problem in the begining was you needed to use a PS/2 keyboard to get into the bios and enable USB keyboard and mouse support( you dont need to load any drivers like said above). Try resetting the bios by the jumper on the motherboard. Leave the USB mouse plugged but use a PS/2 keyboard, if it boots go into the bios and enable USB keyboard and mouse support, shut it down and plug the USB keyboard up again and you should be fine.
