Laptop boot problem

Hello!
My friend needed me to wipe off his laptop and install a fresh copy of Windows Vista.
Problem:
I tried once, but before it was completed (it was almost done) it ran out of battery. I plugged in the power cord and when I restart now, it just shows the windows vista login screen (the bars in the middle of the screen keep moving slowly) but it doesnt go any further from there.
I have also tried logging into safe mode but it gets stuck on crcdisk.sys, and doesnt go any further from there.

Just Re-run the setup again...format the Hard drive and install Windows fresh but this time make sure you have your Powerline plugged in. :)

You installing Windows via DVD?...Thumb Drive or System restore image?

I am installing via cd...
I have tried twice formatting the drive but it cannot go past this error:

Inaccessible boot device. You need to check the drive for erros. Most likely happened when you lost power. Run the drive manufacturers disk diagnostic program.

Is there anyway I can download the diagnostics as the guy doesnt have any manufacturer cds with him :(
