Laptop CPU overheating

My old laptop had an overheating problem, and since I don't use it anymore I decided to open it up for fun to try to fix the problem. So I took off one side of the case and turned the laptop on, then took the CPU out and it was burning hot. This was surprising since the case was open and I pointed an external fan at the laptop while I was doing it. Is there anyway to fix this or is this laptop a lost cause? Would cooling gel help?
 
Seriously, it takes but a few moments to literally melt a processor by turning it on without a heatsink attached.
