Laptop problem! Reference Account is Locked Out

When I try to log onto my lap top at the sign in spot, I get the message Referenced Account is Locked Out and may not be logged on to.

What does this mean and how can it be fixed? Thanks, and I have Windows 7.
 
Thank you, I searched this early and everyone said just reboot. I tried that and it wouldn't work, so I turned off my computer for 20min and then retried. It decided to finally work after that thankfully!
