Laptop Trouble turning on...Hardware problem

Hey, I'm having a very annoying problem with my laptop. Basically, it won't let me turn it on anymore. Here is what happens.

Whenever I turn on the power, I get a small scratching sound(possibly the motherboard or something?), all the lights on the keyboard area light up, then not even for a split second, it turns off, lights and sound. I keep my finger on the power, and it does it over and over, noise and lights, then shut off, noise lights and off. Sometimes i get lucky and the lights and noise stay on, I get maybe 20 seconds into the start up screen, then powers down again.

My guess is that its something to do wit the power supply. When I unplug the laptop from the power cables, nothing happens. When I plug in the laptop to the power cable and remove the battery, it turns on for a second then shuts off again.

My laptop is a HP Pavilion dv 1000. I know its not software issue because we just reformated it a month or so ago. Does anyone know what I can do?

Trust me we know it's not software either cause it doesn't even sound like that. I am going to be honest with you, it sounds like your computer is done. I do not think it is your power supply just because I would think that if that went out the computer would even start up period. I am going to say something in the mother board (could be wrong though). When you can get it to boot for 20 secounds try and go into your bios and then let us know if you where able to keep it up in the bios.
 
I agree with DMGrier as far as the computer being done. It sounds like you may have a short circuit in the motherboard. Did you drop some fluids on it? If you have to replace that you may as well get a new laptop.
