LCD Monitor is not working

Hello friens

When I start my PC,the monitor throws error "Out of Range"
Shop-keeper says "VGA chip is damaged and must be replaced"
I want to know the opinions from hardware experts in this regard

What is your pc specs?

Do you hear a beep when the pc is turned on?

Do you have a spare monitor around? You can do some fault finding by trying a different monitor

It could be anything really. What you need to find out is if the system is still booting
