Limiting Bandwidth?

My sister keeps using Bittorrent and it hogs up all of the bandwidth. While she is using it, it lags up everything I'm trying to do (surf, chat, play games ect ect..) is there anyway I can limit the bandwidth to her PC so that I won't feel any lag when shes using bittorrent?

U can configure a software router and allocate some bandwidth to her
