Lines around dynamic things?

Has anyone ever seen lines like that? They're on all dynamic things (cursor in GIMP, upper half of programs arrow on the Start Menu). I don't shut down my computer often. First time it happened was during my 36 day uptime. It appeared, disappeared, appeared, and disappeared before I restarted. I don't know if a restart fixes this, but that's not important if it'll just happen again. I can't think of anything I've installed that could cause this.
 
Since you've mentioned "Start Menu", I have ground for inclination. Still, I can't tell if you're running a Windows-ish skin for Linux or even a Linux-alike skin for Windows. And still, I need clarification. What operating system are you on?

I"m running Windows. All those "widgets" belong to Konflabulator (Yahoo has changed it's name, but they can't change my mind) and the dock along the bottom is Object Dock. I have dual monitors, but that's not important so I didn't take a full screenshot.
 
I'm starting to suspect my GPU (which means with would be in the wrong folder forum then). I rebooted today just to see what would happen, I have vertical dotted white lines on my POST screen. When I booted into safe mode though, there were no line anywhere.

Edit: If i turn my hardware acceleration down to the 3rd notch (out of six) all lines in all forms are gone (some remained in the previous notches).

I have a Sapphire card with a Radeon 9600 GPU. As I said before I'm a dual monitor user.

No, I could, but I don't see what help that would do. The lines were on both screens, and I had to turn down the acceleration on both monitor ports.
