Ok well im upgrading my PC a lot at the momment and i was thinking about resusing the old parts to make a home PC for my parents. Im considering Linux as its free but if you have to download it off the internet how to you get it to install on a new PC do you have to burn a Linux boot disc or what?

Yes. You'll need a program like DeepBurner or Nero that will allow you to burn the file as a .iso image (bootable) rather than just copying the files to the CD. Just download your Distro, burn as a .iso, boot to the CD, and follow the instructions - it's fairly straight-forward so long as you understand partitioning.
 
It's pretty simple. Lets say you're going for Ubuntu (a popular, easy to use distribution), just go to the ubuntu website, download the latest version, burn with a cd/dvd burner and put into computer. You'll have to go to bios and select boot from cd, but thats pretty straight forward.
